这些动作发生在 sandbox 里，Bazel 只把声明过的 输入文件 放进去，不会放 runfiles。

并试图在 wrapper 里通过 $0.runfiles/... 找到 ignorelist.txt —— 永远不会成功。

因为 $0 根本不会被展开成 runfiles 可执行，Bazel 会直接调用 wrapper 的真实路径。
