This does not cost an Action Point(AP).   I will tell you specifically if anything does. 

Presidential:
UN speech to create Goodwil costs 1 action point - may improve alignment of a region or garner goodwill for future payoff. Good chance to succeed but not super effective 

Presidential Trip costs 1 action point - could help or hurt us.  Really depends on presidential prestige.   And the rewards are potentially greater than just a speech at the UN. 

Diplomatic:
Crisis Relief costs 1 AP- potentially reduces Regional Crisis Levels.   Could backfire rarely 

Attempt to Improve one regions alignment - Cost 1 AP - success depends on the current alignment.  May backfire 

Make a trade agreement - cost 1 AP - congress needs to get on board but may pay big dividends. 

Summit with China - 1 AP -  risky.   Can only do it once and you cant really predict how it will turn out.

Attempt to  remove a Russia or Chinese influence from a region -  1 AP -   this can only be done once this entire cabinet activation segment.  Region myst have an alignment of 7 or 8 or 6(only if regional crisisevel is 0). Only removes 1 influence....but if russia or china has more than 4 in a region they may build a base which can never be removed. 

Domestic:
Attempt to stimulate Economy - 1 AP - can only be done once this cabinet activation.  -Potential to remove Worsening Economy marker

Address Domestic Crisis - 1 AP - potential to reduce the Domestic Crisis Level.  A poor performance could make things qorse though.  But donestic crisis MUST be 0 before we can deal with lingering crisis. 

Improve relations with congress - 1 AP -only once this activation - since our  relations with congress are 5+ and we controll both houses this can automatically succeed.  If you dont lean on that and roll the dice you may make more friends in congress as well.  You have room for 1 more friend in congress.
