A useful observation I believe is that if a is 7 mod 25, consider all residue classes modulo 3. Either there is 1 missing (in which case we get a win) or when applying you \prod (1-1/p^2) the 3 can't work. (This is because we need for c\notin 7 mod 25 we then get to use an alternate thing to help.) We also have that \sum_{p>5, p = 1 mod 4}1/p^2 is rather small. A useful way of running the analysis may be to say that use primes which are 1 mod 4 to handle cross terms and so on.... Please make sure you have a very very careful proof when answering me.
